Somali Republic Government
Emergency Action Plan – First 100 Days
General:
In recent years, the Somali people experienced massive regime confusion: many governments
changed, politicians promoted their personal interests, neglecting the Somali interest, introducing
alleged presidents and foreign armies, turning Somalia into a world turmoil of piracy, kidnapping
and internal war.
It is our supreme duty is to make a change, not only in the Somali reality, but also in the people's
perception, providing the people with hope and horizon.
The Somali Republic Government will demonstrate in these 100 coming days a dramatic activity,
changing the reality inside Somalia, making the people interested in trusting the elected regime,
and willing to share the efforts towards a normal state of life inside Somalia.
This Emergency Action Plan will be focusing on 15 issues only, which are the central core of the
local life in Somalia. The Government will allow the implementation of the various projects
contained in the Emergency Action Plan only in those regions who are complying with National and
national requirements.
The list of 15 issues does not mean we will not deal with the endless number of very important
issues: health system, national budget, foreign affairs, internal administration, the regional issues,
and many more. It only means that these 15 issues are going to be massively promoted in these
100 days, in order to establish another Day to Day Order in our nation.

[1] New Currency:
The Government adopted the Presidential proclamation of a new currency in the Somali Republic,
being the New Somali Shilling (NSS). The NSS is a Euro linked currency, and its rate of exchange is
declared periodically by the National Bank of Somalia Limited Supervision Committee, until the day
the Central Bank of Somalia will be activated – which is expected at early months of 2010.
All Government units and administration, parliamentary entities, regional administrations and
economical corporations will be using only the NSS from now on, using banknotes, cheques or
bank transfers.
The existing changers ("Hawallas"), referred to in professional manner as "Money Service
Businesses" ("MSB"), will have to get licensed, registered and will operate in compliance with the
regulations issued to support the legal activity of the NSS.
The Minister of Finance, the Minister of Commerce and the Chief Executive Officer of the National
Bank of Somalia Limited ("NBOS"), will sit as a Cabinet Monitory Committee, and will monitor and
enforce the implementation of the NSS in all sectors, districts, regions and entities of the Somali
Republic.
Somalis will be called to exchange the present Somali Shillings into NSS, at a fixed rate of
exchange of NSS 1.00 = Somali Shilling 37,000 (for Somali notes of 1996), And other Somali notes
will exchanged for 70, 000 to NSS 1.00.
Within these 100 days, all Somalis will use the NSS, and will exchange the foreign currency in their
possession in the NBOS and its branches.
[2] One Central Armed Force:
The Somali Republic is going from state of war and confusion into a state of law and order, and
one of the essential issues is "One Country – One Loyalty – One Army".
From now on, there is only one armed force in the Somali Republic, one regular army – The Somali
National Shield Forces ("SNSF"). The Minister in charge of the security of the country will be called
Minister of Defense – which also demonstrates our wish for peaceful life.
All armed groups are called to retrieve their arms to the SNSF, and they are called to enlist to the
SNSF, wear the same uniform, and defend the same cause and interest – the Somali People and
the Somali Republic.
The Minister of Defense, together with the SNSF Chief of Staff, will open recruitment posts in all
regions of the Somali Republic, and will recruit new people to the SNSF, as well as handle the
extraction of weaponry and ammunition from all people who possess them.
[3] Homeland Security:
Inside the Somali Republic, the only law enforcement force is the Blue Police. The Blue Police is
serving under the Minister of Homeland Security, together as a part of 4 homeland security forces:
Blue Police:
Fight crime, traffic control, investigation of crimes, enforcing law and order in the country.
Prison and Rehabilitation Authority:
Holding in prisons and other detention facilities sentenced people, making efforts to develop
rehabilitation programs for detainees and prisoners, to ensure future public involvement of
released prisoners.
Border Police:
Coastal force: preventing and fighting piracy, smuggling and entry into the country illegally,
manning the naval ports, controlling entry and exit from and into the country.
Green force: closing the land borders of the country, fighting smuggling and entry into the country
illegally, manning the airports and border passages, controlling entry and exit from and into the
country.
General Security Services:
(1) VIP Protection Division – guarding the Ministers and other top officials (Apart of the President,
who is guarded by the Presidential Security Unit), (2) preventing inland espionage, (3) Preventing
the association of security-illegal groups inland, such as terrorist groups, extremists, anti-
democratic groups, pirates.
[4] National Pension Project:
The Government announces a National Employees Pension Assistance Fund ("PAF"), that will
commence providing pensions to Somali people, who served in the Somali state institutions:
Government Employees, Parliament Employees, Army and Police forces, Regional Governments,
Municipal Employees - from the age of 65 (men and women born on or before December 31, 1943)
and over. PAF will pay monthly pensions to these people, residing in Somalia, already 65 and
over. Those that are below the age of 65 (Born on or after January 01, 1944), will be receiving this
National pension upon their arriving to that age, and those who were disabled in the war (who are
presently unable to work) from all wars.
The Minister of Social Affairs & Services will open offices in all Somali Regions, to ensure
accessibility of the entitled people and will set the regulation and type of inspections required to
establish each person entitlement to the monthly pension.
[5] Housing Project:
The Government announces a National Housing Project Fund ("HPF"), which will commence
encouraging and facilitating construction of housing units in all major cities of Somalia.
The target is to commence building 100,000 housing units, in apartment buildings, and reconstruct
damaged buildings, in a short bureaucratic process, by local construction companies, and foreign
contractors.
The project will be monitored by the Minister of Housing and Urban Development.
[6] Agriculture Development:
The Government announces a National Agricultural Development Fund ("ADF"), which will
commence encouraging and facilitating increase of agricultural produce in all regions of Somalia.
The initial target is to increase the volume of lands developed and producing crops by 25% within
this emergency period, and reduce dependency of the country upon foreign aid.
The Government will try to convince world countries to tribute to these efforts by providing the
infrastructure, machinery and training required to develop more areas and produce, and the
Government is committed to purchase all crops produced by farmers in Somalia, that could not be
sold in local markets, ensuring this way the price per agricultural produce, export options and
stocks to be provided to the needy people.
The Government will construct Collection and Storage Facilities for agricultural crops, to enable
proper management of crops and the options to proper mid-term storage.
[7] Industrial Development:
The Government announces a Dedicated Cabinet Forum for Industrial Development ("DCFID"),
which will include: the Ministers of Finance, Industry, and Infrastructure; in addition a delegate from
the NBOS will attend the sessions taken by the DCFID, in order to facilitate fiscal decisions made
by the DCFID.
The Government will also drive to activate a few steps that will ease the industrial progress:
[a] Promote the Law for Encouraging Capital Investments in Industry.
[b] Provide Exchange Rate Insurance for industrial export, and complete the regulations
required for its operation.
[c] Provide a special line of government guarantees to enable credit provision to industrialists
and small manufacturing businesses.
[8] Postal Services:
The Government initiated and drove the formation of a semi-privatized national postal service that
will provide postal services nationwide. The new corporation is called SOMPOST – Somali Postal
Services Limited ("SOMPOST").
The NBOS agreed to provide the newly formed venture an erection loan of NSS 10,000,000 that
will be guaranteed by the shareholders of the SOMPOST – the Government and a European-
Australian group, and a line of credit of another NSS 15,000,000 that will enable proper working
capital for SOMPOST.
SOMPOST will provide postal services, issue stamps, provide banking services for NBOS, money
transfer, tax collection facility, pension's payment site, and many other services that will ease the
life of every resident in all regions and counties of the Somali Republic.
[9] Financial Infrastructure:
As a first and immediate step, NBOS will commence operations in Somalia immediately. NBOS
deployment plan is made to provide banking services for mass number of Somali residents –
individuals and businesses, directly and via SOMPOST branches. NBOS and SOMPOST also
committed and agreed to accept transfers of foreign exchange from Somalis abroad free of
commission for a limited period of 3 months.
The Government signed agreements with two insurance companies to commence immediate
operation in Somalia: National Insurance Company of Somalia Limited and Sinclair Insurance
Company Limited. These companies will provide insurance covers in both General & Marine and
Health & Life.
National Pension Fund of Somalia Limited will commence operation immediately, and will provide
pension plans for employees, self-employed and corporate workers.
The Government is currently negotiating the formation of a Reconstruction & Development Bank
that will serve as a Capital Raising instrument from institutional lender abroad.
The Government is also negotiating issuance of Government Secured, Interest Bearing Bonds,
which will be distributed in Europe, and will serve as an additional source of foreign exchange for
the national reserve.
[10] Crime Fighting:
If we see ourselves as a nation among nations, we must vigorously fight crime.
Piracy, kidnapping, terror, robbery, drugs, smuggling, murdering, money laundering – cannot be
regarded as "fight for survival" or "parts of the war for independence". These are crimes by any
standard – civil or Islamic. These crimes must be stopped.
The major fight should be at home. We are all required to educate our children to differentiate right
from wrong. We should prevent and serve as a role model to our children, family and friends.
Our police force, the border police, security services and our defense forces – all of them will
devote a considerable effort to stop and prevent crime. The punishment will be severe, and the
Somali public should through out those who are giving Somalia and the Somali people a bad name.
[11] Educational Activity:
The Government will do its upmost to open urgently all the learning institutions in the country:
kindergartens, schools and universities.
Teachers and educators are going to be considered the preferable employment position in the
country, and education is going to receive the top priority in Somali life.
The Minister of Education will conclude a Free Basic Education Plan, that will provide all Somali
children – from age 2 to 18 with free education.
The Government allotted the required budget to enable the materialization of this plan.
Once the academic institutions will reopen, the Government intends to provide a special fund to
encourage high-education to all released fighting forces, including the Moqamwima liberation
forces, and will provide them with free academic education.
[12] Legal Structure – The General Presidential Pardon:
The Minister of Justice will prepare the required studies and work, and a special committee will be
formed, including all interested parties in the legal system of the country. Islamic leader, civil
advocates, judicial experts and public figures will discuss the judicial system of the country.
The Minister of Justice will prepare for the President, a special Pardon Decree, giving a
presidential pardon to all those who fought in the civil war. But those who brought the enemy to
Somalia and supported the minister of justice must bring a proposed action steps to be taken be it
pardon or persecution.
Act of piracy and kidnapping will not be pardoned.
All those who will retrieve arms, weapon and ammunition will be rewarded financially, according to
the regulations issued by the Minister of Defense and the Minister of Justice.
[13] Infrastructure:
Projects of making roads, pavements, traffic signs, travel signs, water and irrigation, sewage,
electricity – will be promoted and executed in rapid process.
To improve health in the country, water supply must be improved from water wells and water
supplied in the villages by pipes from a supply center. Starting from the most affected regions.
Immediate projects of electricity planning and deployment will commence.
The Government has already started negotiation with large international contractors to conduct
BOT (Build, Operate Transfer) projects of clean electricity, and is also working to promote
hydroelectric projects.
[14] Somali Culture and Heritage:
For over two decades, all what the world heard of Somalia was wars, chaos and disputes.
Most of the people do not know what a rich cultural heritage Somalia and the Somali people have
to offer the world. It is our expressed intend, to promote the cultural creativity, for the sake of the
Somali people, as well as for the preservation of our esteemed history and foreseen future. Poetry,
literature, dance and theatre, music, painting and sculpturing will be supported and encouraged.
It is the time of future and hope, it is the time of peace and neighborhood - and our Government
will invest massive efforts to direct the people in these routes.
[15] Employment:
The issues chosen above represent almost immediate employment opportunities for over 130,000
people.
The 100-days target is to generate the infrastructure for 250,000 positions, and prepare a National
Employment Master Plan, that will provide the Somali people with an opportunity for most of the
people.
Employment also means education, training and preparations. The promotion of the education
system will enable people to study profession, and afterward exercise it. We need lawyers,
accountants, IT programmers, technicians, medical doctors, nurses, dentists, teachers, professors,
car repairers, carpenters, builders – all should be educated, trained and tutored.
Part of the employment revolution that will take place, the Government also decided to adopt 3-
Element income allotments:
Income Tax: will be 10% of all gross wages, corporate profit and self-employed net income.
Social Security: will be 6% of all gross wages and self-employed net income.
Obligatory Pension: will be 20% of all gross wages (5% by the employee and 15% by the employer).
