Nairobi, Kenya (HRW) – In its battle against
rebels in eastern Ethiopia’s Somali Region,
Ethiopia’s army has subjected civilians to
executions, torture, and rape, Human Rights
Watch said in a new report released today.
The widespread violence, part of a vicious
counterinsurgency campaign that amounts to
war crimes and crimes against humanity, has
contributed to a looming humanitarian crisis,
threatening the survival of thousands of ethnic

Ethiopia Killing Somalis in Ethiopia
WASHINGTON (Reuters) - Satellite images
confirm reports that the Ethiopian military has
burned towns and villages in the remote Ogaden
region of eastern Ethiopia, the American
Association for the Advancement of Science
reported on Thursday.
Eight sites in the rocky, arid region, which
borders Somalia, have clear signs of burning and
other destruction, the AAAS Science and Human
Rights Program said.

President Darman announced in this week’s Cabinet Meeting that an agreement has
been reached with an Australian-Israeli-Cypriot investment group, specializing in insurance and
financial services world wide, to commence operation within the Somali Republic. This operation will
include a commercial bank, already formed and licensed, named National Bank of Somalia Limited,
and an insurance company named National Insurance Company of Somalia Limited. The Group
intends to open its first offices in Mogadishu , and thereafter spread in all regions of the Somali
Republic .
The Minister of Commerce, Mr. Hassan Mahmoud said this
announcement is proof of the confidence of the international
economic community in President Darman’s plans to achieve
peace and stability in all Somali regions, and promote the
Somali economy after years of disputes and disorder.
Mr. Hassan also mentioned that it is time law and order prevailed
and that trade and commerce should develop in an environment
that has the essential basic financial infrastructure, including
banking and insurance services. The National Bank of Somalia
will also provide the Republic with a financial interface to the
outside world, using the tools of modern banking technology
and complying with international standards that will assist in
creating a climate of confidence, which is the cornerstone of all
international trade and development
Mr. Abdo Khalil , who will serve as the resident director of the
National Group in Somalia said that the group intends to train and employ local Somali residents in
all levels of its activity, as well as develop the intermediary and professional insurance markets in all
regions of Somalia.
